Captain Jennifer Seeto
Captain Jennifer Seetoo has served Los Angeles County as a law enforcement officer for nearly twenty-five years. She started her distinguished career as one of the first females to graduate as the Honor Recruit from the Los Angeles County Sheriff’s Academy. Captain Seetoo has held numerous positions, including Custody, Compton Patrol, City COPS Team, Personnel, Counter-Terrorism, Administrative Services and Training Division, City Liaison Lieutenant for Westlake Village and Malibu, Intelligence Lieutenant for the Department, Deputy Director of the Joint Regional Intelligence Center, West Hollywood Operations Lieutenant, and now as the Captain of Malibu Lost Hills Station. Additionally, she served as a security contractor in Baghdad, Iraq, and as a police academy instructor in Amman, Jordan.
Captain Seetoo has extensive investigative, managerial, educational, and international experience. As a detective, she received numerous commendations from the Secret Service, Federal Bureau of Investigation, and the Los Angeles Joint Regional Intelligence Center. As a sergeant assigned to Men’s Central Jail, she created the Jail Intelligence Team (J.I.T.) to work closely with detectives from local, state, and federal agencies. Under her leadership, the J.I.T. received commendations from several agencies for their assistance in homicides, homeland security, and drug-related cases.
As a sergeant in 2012, Captain Seetoo managed the Central Supply and Logistics Unit and was the co-sergeant for the Fiscal Assessment Unit. During her time at the Fiscal Assessment Unit, her team saved the Department over $14 million in a year, allowing the Department to maximize its buying power and supply its personnel with quality equipment.
From 2015 to 2018, Captain Seetoo was a lieutenant and managed homeland security investigators, cyber intelligence investigators, Joint Terrorism Task Force investigators, and the Protective Intelligence Team. In addition, she worked closely with local, state, and federal agencies on homeland security-related cases.
Captain Seetoo also served as a watch commander, liaison lieutenant, and community relations lieutenant at Malibu/Lost Hills Station. On her third day at Malibu/Lost Hills Station, she was the first incident commander for the Woolsey Fire. As a result of her efforts, Senator Stern selected her as the 2018 Woman of the Year for California’s 27th District. In 2019, she worked at West Hollywood Station and was the Incident Commander for the largest protests in the last 30 years.
Captain Seetoo graduated from the Naval Postgraduate School with a master’s degree in Homeland Defense and Security in 2012. While attending the Naval Postgraduate School, she wrote her thesis on the Jail Intelligence Team she created at Men’s Central Jail. The Naval Postgraduate School published her thesis, and many jails, both in the United States and Great Britain, created their own Jail Intelligence Teams using her thesis as their model. Additionally, she is a recent graduate of the Federal Bureau of Investigation National Academy, class 279.
Captain Seetoo is well-versed in international relations and has traveled to over twenty countries. In 2004, she spent a year in Iraq operating convoys and managing security operations for U.S. State Department members. In 2005, she was selected by the State Department to assess the police academy curriculum in Amman, Jordan. During her time in Jordan, she briefed General Petraeus, U.S. State Department Officials, and Iraqi military officers. She was also chosen to represent the Department in a Homeland Security exchange program with Canada.
Captain Seetoo is honored to serve the Malibu/Lost Hills jurisdiction. She and her husband, Joe Seetoo, are deeply involved in the community. They are residents of Westlake Village where they are raising their two young daughters. Joe Seetoo is a member of the Board of Governors of the Greater Conejo Valley Boys and Girls Club. Captain Seetoo enjoys yoga and recently received her teacher certification from Core Power Yoga. She also enjoys meditation, traveling, and spending time with her family.
